The Road Safety Education Program (RSEP) enables you to obtain a driver's licence in Quebec. Here are the steps you need to take.

Registering With a Recognized Driving School
First and foremost, you must register with a driving school recognized by the Société de l'assurance automobile du Québec ( SAAQ ). This is the only way to complete the program you need to obtain a class 5 driving licence (automobile). To confirm that your choice of school is one of the accredited establishments, don't hesitate to consult the SAAQ's online directory.
Phase 1 : Theory Classes (Modules 1 to 4)
This phase lasts five weeks. It includes four theory modules (in-class or online courses) and a theory test at the driving school. The theory test consists of a multiple-choice test in French or English on the rules of the road, road signs and safe behaviour.
Once you have passed the test, you will receive an attestation that will allow you to progress to the next level.
Obtaining Your Learner's Permit
Now that you have your attestation, you can go to the SAAQ to obtain a learner's permit, which is valid for 24 months. From then on, you can start driving in the company of someone who has held a valid licence for at least 2 years.
Phases 2 to 4: In-car Lessons and Theory Modules
Over the next 10 to 11 months, you'll have to complete the remaining 7 theory courses (for a total of 12) and 15 practical sessions at the driving school. You'll also need to gain experience outside the driving school, with an accompanying person whenever possible.
The aim of these lessons is to improve your practical skills, your judgement and your ability to foresee dangers on the road.
Passing The SAAQ Theory Test
Once you have held your learner's permit for at least 10 months, you can take the SAAQ theory test. To do this, you need to create a SAAQclic account to book your test online, or by telephone. The test is designed to assess your knowledge and is divided into three sections: the Highway Safety Code, road signs and signals, and passenger vehicle driving techniques and behaviour (specialization). If you pass, you can book your practical test.
Passing The SAAQ Driving Test
After 12 months with your learner's permit, you can take the practical driving test.
However, before booking this test, you must have completed all the theory and practical courses offered by your approved driving school, and obtained an attestation of successful completion.
The practical test lasts about 30 minutes and is conducted with an SAAQ evaluator in a compliant vehicle (usually one from the driving school). You will have to demonstrate your safe driving skills. The assessor will pay attention to your visual checks, use of indicators, compulsory stops, safe lane changes and your ability to park. Arrive well in advance, stay calm and listen carefully to instructions.
If you fail, you can retake the practical test after 28 days.
Obtaining The Probationary Driver's License
Congratulations on passing your road test! You will receive a probationary licence valid for 2 years. During this period, you must strictly observe certain instructions. Refrain from drinking alcohol or taking drugs before getting behind the wheel, as there is zero tolerance policy. Also, you cannot accumulate more than 4 demerit points. This period gives you the opportunity to continue perfecting your independent driving skills, while demonstrating your commitment to road safety.
Obtain The Regular Driver's License
Once you have completed the two-year probationary period without committing any serious offences, you will automatically obtain your regular class 5 driving licence. From then on, you'll have the right skills to get behind the wheel.
