Starting June 5, 2025, if you hold a foreign driver's license and you fail your driving test in Quebec, significant changes may apply to you.
Until this date, regulations were more flexible. The main objective behind this reform is to ensure better protection for people who drive, as well as for all other road users.
What's Changing on or After June 5, 2025?
It's simple. As of June 5, 2025, if you hold a foreign license issued by a country without an agreement with the SAAQ and you fail the practical test, you will have to wait to retake the exam before you can drive alone.
Instead, the SAAQ will issue you a learner's permit. This means that, after failing the exam, you will have to follow certain rules, such as:
You must always drive with someone who has a valid Quebec driver's license (Class 5) for at least two years.
You cannot accumulate more than 4 demerit points (points lost for committing infractions).
You cannot drive between midnight and 5 a.m.
You must respect the zero alcohol rule.

You must observe a minimum waiting period of 28 days before retaking the exam, but you have the option to retake it as many times as necessary.
These new regulations aim to enhance safety on our roads. They require drivers to have experience and be properly supervised before driving alone.
